Charlotte is Butters' Canadian girlfriend. In Where My Country Gone? Butters had to go out with her and give her a hot cosby to get their town and the Candians to all come together. But then Butters actually fell in love with her and they still keep in touch although Charlotte and her family moved back to Canada.
Charlotte, like all Canadians in South Park, has beady eyes and a flappy head and is sweet and kind.
Although she, along with all the other Canadian refugees in this episode, do not wish to live in South Park, Charlotte is opening to dating Butters.
