Chief Joe is in charge of the National Security Agency (NSA) under the Federal Government and leads a force of detectives in watching over the internet usage of millions of Americans. He employed [[Eric Cartman|"Bill Clinton"]] at the agency to help archive and keep track of even more data, taking him on a ride-along to the home of an individual believed to be dangerous. After an argument about whether [[Eric Cartman]] counted as 'fat and unimportant' or 'ripped and sweet', he revealed the NSA's deepest secret to "Clinton" - it's usage of [[Santa Claus]] as a central computer for it's intensive surveillance. He deciced "Clinton", his identity as Cartman revealed, was indeed not a threat to the agency when he went rogue.
